Abstract |
Facial expressions are an important way through which humans interact socially. Building a system capable of automatically recognizing facial expressions from images and video has been an intense field of study in recent years. Interpreting such expressions remains challenging and much research is needed about the way they relate to human affect. This paper presents a general overview of automatic RGB, 3D, thermal and multimodal facial expression analysis. We define a new taxonomy for the field, encompassing all steps from face detection to facial expression recognition, and describe and classify the state of the art methods accordingly. We also present the important datasets and the bench-marking of most influential methods. We conclude with a general discussion about trends, important questions and future lines of research. |

Abstract |
In recent years several works have aimed at exploiting color information in order to improve the bag-of-words based image representation. There are two stages in which color information can be applied in the bag-of-words framework. Firstly, feature detection can be improved by choosing highly informative color-based regions. Secondly, feature description, typically focusing on shape, can be improved with a color description of the local patches. Although both approaches have been shown to improve results the combined merits have not yet been analyzed. Therefore, in this paper we investigate the combined contribution of color to both the feature detection and extraction stages. Experiments performed on two challenging data sets, namely Flower and Pascal VOC 2009; clearly demonstrate that incorporating color in both feature detection and extraction significantly improves the overall performance. |

Abstract |
Robust text reading from street view images provides valuable information for various applications. Performance improvement of existing methods in such a challenging scenario heavily relies on the amount of fully annotated training data, which is costly and in-efficient to obtain. To scale up the amount of training data while keeping the labeling procedure cost-effective, this competition introduces a new challenge on Large-scale Street View Text with Partial Labeling (LSVT), providing 50, 000 and 400, 000 images in full and weak annotations, respectively. This competition aims to explore the abilities of state-of-the-art methods to detect and recognize text instances from large-scale street view images, closing the gap between research benchmarks and real applications. During the competition period, a total of 41 teams participated in the two proposed tasks with 132 valid submissions, ie, text detection and end-to-end text spotting. This paper includes dataset descriptions, task definitions, evaluation protocols and results summaries of the ICDAR 2019-LSVT challenge. |

Abstract |
In this paper we evaluate the use of Relative Location Features (RLF) on a historical document segmentation task, and compare the quality of the results obtained on structured and unstructured documents using RLF and not using them. We prove that using these features improve the final segmentation on documents with a strong structure, while their application on unstructured documents does not show significant improvement. Although this paper is not focused on segmenting unstructured documents, results obtained on a benchmark dataset are equal or even overcome previous results of similar works. |

Abstract |
This paper presents final results of ICDAR 2019 Scene Text Visual Question Answering competition (ST-VQA). ST-VQA introduces an important aspect that is not addressed by any Visual Question Answering system up to date, namely the incorporation of scene text to answer questions asked about an image. The competition introduces a new dataset comprising 23,038 images annotated with 31,791 question / answer pairs where the answer is always grounded on text instances present in the image. The images are taken from 7 different public computer vision datasets, covering a wide range of scenarios. The competition was structured in three tasks of increasing difficulty, that require reading the text in a scene and understanding it in the context of the scene, to correctly answer a given question. A novel evaluation metric is presented, which elegantly assesses both key capabilities expected from an optimal model: text recognition and image understanding. A detailed analysis of results from different participants is showcased, which provides insight into the current capabilities of VQA systems that can read. We firmly believe the dataset proposed in this challenge will be an important milestone to consider towards a path of more robust and general models that can exploit scene text to achieve holistic image understanding. |

Abstract |
The efficiency of lung cancer screening for reducing mortality is hindered by the high rate of false positives. Artificial intelligence applied to radiomics could help to early discard benign cases from the analysis of CT scans. The available amount of data and the fact that benign cases are a minority, constitutes a main challenge for the successful use of state of the art methods (like deep learning), which can be biased, over-fitted and lack of clinical reproducibility. We present an hybrid approach combining the potential of radiomic features to characterize nodules in CT scans and the generalization of the feed forward networks. In order to obtain maximal reproducibility with minimal training data, we propose an embedding of nodules based on the statistical significance of radiomic features for malignancy detection. This representation space of lesions is the input to a feed
forward network, which architecture and hyperparameters are optimized using own-defined metrics of the diagnostic power of the whole system. Results of the best model on an independent set of patients achieve 100% of sensitivity and 83% of specificity (AUC = 0.94) for malignancy detection. |

Abstract |
Chinese scene text reading is one of the most challenging problems in computer vision and has attracted great interest. Different from English text, Chinese has more than 6000 commonly used characters and Chinesecharacters can be arranged in various layouts with numerous fonts. The Chinese signboards in street view are a good choice for Chinese scene text images since they have different backgrounds, fonts and layouts. We organized a competition called ICDAR2019-ReCTS, which mainly focuses on reading Chinese text on signboard. This report presents the final results of the competition. A large-scale dataset of 25,000 annotated signboard images, in which all the text lines and characters are annotated with locations and transcriptions, were released. Four tasks, namely character recognition, text line recognition, text line detection and end-to-end recognition were set up. Besides, considering the Chinese text ambiguity issue, we proposed a multi ground truth (multi-GT) evaluation method to make evaluation fairer. The competition started on March 1, 2019 and ended on April 30, 2019. 262 submissions from 46 teams are received. Most of the participants come from universities, research institutes, and tech companies in China. There are also some participants from the United States, Australia, Singapore, and Korea. 21 teams submit results for Task 1, 23 teams submit results for Task 2, 24 teams submit results for Task 3, and 13 teams submit results for Task 4. |

Abstract |
Human detection is fundamental in many machine vision applications, like video surveillance, driving assistance, action recognition and scene understanding. However in most of these applications real-time performance is necessary and this is not achieved yet by current detection methods.
This paper presents a new method for human detection based on a multiresolution cascade of Histograms of Oriented Gradients (HOG) that can highly reduce the computational cost of detection search without affecting accuracy. The method consists of a cascade of sliding window detectors. Each detector is a linear Support Vector Machine (SVM) composed of HOG features at different resolutions, from coarse at the first level to fine at the last one.
In contrast to previous methods, our approach uses a non-uniform stride of the sliding window that is defined by the feature resolution and allows the detection to be incrementally refined as going from coarse-to-fine resolution. In this way, the speed-up of the cascade is not only due to the fewer number of features computed at the first levels of the cascade, but also to the reduced number of windows that need to be evaluated at the coarse resolution. Experimental results show that our method reaches a detection rate comparable with the state-of-the-art of detectors based on HOG features, while at the same time the detection search is up to 23 times faster. |

Abstract |
Impact factor: 5.308
Image category recognition is important to access visual information on the level of objects and scene types. So far, intensity-based descriptors have been widely used for feature extraction at salient points. To increase illumination invariance and discriminative power, color descriptors have been proposed. Because many different descriptors exist, a structured overview is required of color invariant descriptors in the context of image category recognition. Therefore, this paper studies the invariance properties and the distinctiveness of color descriptors (software to compute the color descriptors from this paper is available from http://www.colordescriptors.com) in a structured way. The analytical invariance properties of color descriptors are explored, using a taxonomy based on invariance properties with respect to photometric transformations, and tested experimentally using a data set with known illumination conditions. In addition, the distinctiveness of color descriptors is assessed experimentally using two benchmarks, one from the image domain and one from the video domain. From the theoretical and experimental results, it can be derived that invariance to light intensity changes and light color changes affects category recognition. The results further reveal that, for light intensity shifts, the usefulness of invariance is category-specific. Overall, when choosing a single descriptor and no prior knowledge about the data set and object and scene categories is available, the OpponentSIFT is recommended. Furthermore, a combined set of color descriptors outperforms intensity-based SIFT and improves category recognition by 8 percent on the PASCAL VOC 2007 and by 7 percent on the Mediamill Challenge. |

Abstract |
With the growing cosmopolitan culture of modern cities, the need of robust Multi-Lingual scene Text (MLT) detection and recognition systems has never been more immense. With the goal to systematically benchmark and push the state-of-the-art forward, the proposed competition builds on top of the RRC-MLT-2017 with an additional end-to-end task, an additional language in the real images dataset, a large scale multi-lingual synthetic dataset to assist the training, and a baseline End-to-End recognition method. The real dataset consists of 20,000 images containing text from 10 languages. The challenge has 4 tasks covering various aspects of multi-lingual scene text: (a) text detection, (b) cropped word script classification, (c) joint text detection and script classification and (d) end-to-end detection and recognition. In total, the competition received 60 submissions from the research and industrial communities. This paper presents the dataset, the tasks and the findings of the presented RRC-MLT-2019 challenge. |

Abstract |
In this paper we present a method for the retrieval of images in terms of perceptual similarity. Local color information is added to the shape context descriptor in order to obtain an object description integrating both shape and color as visual cues. We use a color naming algorithm in order to represent the color information from a perceptual point of view. The proposed method has been tested in two different applications, an object retrieval scenario based on color sketch queries and a color trademark retrieval problem. Experimental results show that the addition of the color information significantly outperforms the sole use of the shape context descriptor. |

Abstract |
In this article, we present a sequence of activities in the form of a project in order to promote
learning on design and analysis of algorithms. The project is based on the resolution of a real problem, the salesperson problem, and it is theoretically grounded on the fundamentals of mathematical modelling. In order to support the students’ work, a multimedia tool, called Graph-based Problem Explorer (GbPExplorer), has been designed and refined to promote the development of computer literacy in engineering and science university students. This tool incorporates several modules to allow coding different algorithmic techniques solving the salesman problem. Based on an educational design research along five years, we observe that working with GbPExplorer during the project provides students with the possibility of representing the situation to be studied in the form of graphs and analyze them from a computational point of view. |
