  Abstract With the growing cosmopolitan culture of modern cities, the need of robust Multi-Lingual scene Text (MLT) detection and recognition systems has never been more immense. With the goal to systematically benchmark and push the state-of-the-art forward, the proposed competition builds on top of the RRC-MLT-2017 with an additional end-to-end task, an additional language in the real images dataset, a large scale multi-lingual synthetic dataset to assist the training, and a baseline End-to-End recognition method. The real dataset consists of 20,000 images containing text from 10 languages. The challenge has 4 tasks covering various aspects of multi-lingual scene text: (a) text detection, (b) cropped word script classification, (c) joint text detection and script classification and (d) end-to-end detection and recognition. In total, the competition received 60 submissions from the research and industrial communities. This paper presents the dataset, the tasks and the findings of the presented RRC-MLT-2019 challenge.

  Abstract In this paper we present a method to optimize the topology of linear left-to-right hidden Markov models. These models are very popular for sequential signals modeling on tasks such as handwriting recognition. Many topology definition methods select the number of states for a character model based
on character length. This can be a drawback when characters are shorter than the minimum allowed by the model, since they can not be properly trained nor recognized. The proposed method optimizes the number of states per model by automatically including convenient skip-state transitions and therefore it avoids the aforementioned problem.We discuss and compare our method with other character length-based methods such the Fixed, Bakis and Quantile methods. Our proposal performs well on off-line handwriting recognition task.

  Abstract In this paper we present a hybrid language model for the recognition of handwritten historical documents with a structured syntactical layout. Using a hidden Markov model-based recognition framework, a word-based grammar with a closed dictionary is enhanced by a character sequence recognition method. This allows to recognize out-of-dictionary words in controlled parts of the recognition, while keeping a closed vocabulary restriction for other parts. While the current status is work in progress, we can report an improvement in terms of character error rate.

  Abstract The goal of our experiment is to develop a useful and accessible tool that can be used to evaluate a patient's health by analyzing handwritten strokes. We use a cloud computing approach to analyze stroke data sampled on a commercial tablet working on the Android platform and a distant server to perform complex calculations using the Delta and Sigma lognormal algorithms. A Google Drive account is used to store the data and to ease the development of the project. The communication between the tablet, the cloud and the server is encrypted to ensure biomedical information confidentiality. Highly parameterized biomedical tests are implemented on the tablet as well as a free drawing test to evaluate the validity of the data acquired by the first test compared to the second one. A blurred shape model descriptor pattern recognition algorithm is used to classify the data obtained by the free drawing test. The functions presented in this paper are still currently under development and other improvements are needed before launching the application in the public domain.

  Abstract Outlier, or anomaly, detection is essential for optimal performance of machine learning methods and statistical predictive models. It is not just a technical step in a data cleaning process but a key topic in many fields such as fraudulent document detection, in medical applications and assisted diagnosis systems or detecting security threats. In contrast to population-based methods, neighborhood based local approaches are simple flexible methods that have the potential to perform well in small sample size unbalanced problems. However, a main concern of local approaches is the impact that the computation of each sample neighborhood has on the method performance. Most approaches use a distance in the feature space to define a single neighborhood that requires careful selection of several parameters. This work presents a local approach based on a local measure of the heterogeneity of sample labels in the feature space considered as a topological manifold. Topology is computed using the communities of a weighted graph codifying mutual nearest neighbors in the feature space. This way, we provide with a set of multiple neighborhoods able to describe the structure of complex spaces without parameter fine tuning. The extensive experiments on real-world data sets show that our approach overall outperforms, both, local and global strategies in multi and single view settings.

  Abstract The amount of digitized legacy documents has been rising dramatically over the last years due mainly to the increasing number of on-line digital libraries publishing this kind of documents, waiting to be classified and finally transcribed into a textual electronic format (such as ASCII or PDF). Nevertheless, most of the available fully-automatic applications addressing this task are far from being perfect and heavy and inefficient human intervention is often required to check and correct the results of such systems. In contrast, multimodal interactive-predictive approaches may allow the users to participate in the process helping the system to improve the overall performance. With this in mind, two sets of recent advances are introduced in this work: a novel interactive method for text block detection and two multimodal interactive handwritten text transcription systems which use active learning and interactive-predictive technologies in the recognition process.
